I have not come across steamboat restaurants that charge by the
person, nor have a ruling of minimum 2 ppl. I frequent thien kee,
and yet con, and they charge steamboat by the set prices, not
pax.
Likewise, at rajah inn, tiong bahru plaza, the one serving mini
steamboat, whether its buffet or individual, there is no min pax
ruling or such. No business will limit the way they can bring in
income.
