174 has so many B9TL Wrights but is still not a full double decker fleet.

i think fast or slow only control by the SL who driving the bus and not the bus itself !

Btw by 2024, all Volvo B9TL CDGEs would be de-registered

Probably they had bought other buses to replace them. Or the wrights replaced them?
