This is really one reason why I think the idea of having 2 or
more operators is screwy.
Sure, cooperation in firm strategy is an established one, but
using each other assets when public expects them to do arms-length
deals??
There's more than meets the eye in the relations between the
regulatory bodies and the 2 PTOs.
How to differentiate / integrate public needs and private firm
motives in this manner? The soup gets more murky.
