I think 7656M is a fleet add. Cause previously before 7656M went
in, Service 19's WAB % is only 58.3%. Less than the minimum 60% for
it to be given WAB service status.
But after 7656M went in (if you assume it is a fleet add), Service
19's WAB % is now 61.5%, more than the min 60% alr. Get the idea
now? Don't believe you can calculate again on your
own. 
Fyi, the same situation also applied to Service 109, where 812A
was the only bus that exited, but because they add one extra bus,
which meant 6065A & 6067U went in, magically 109 pass the min
60% quota alr.
