problem is i alway saw ppl standing at the lower deck for
sv161/168 buses starting from WDL even there are empty seats at
lower deck and plenty more seats at the upper deck.. why they would
want to stand all the way on expressway?

I've always maintained that 161 at least (I dont know about 168)
doesnt need a full DD fleet with its very good frequency
currently.
But there's always howls of protest saying I should look at the
crowd etc etc.
Its my view that the DDs can be put to good use on other routes
like 74/147/132/153 even though they already have majority DD, but
when the SD comes, its can be a nightmare for commuters,
particularly for 74 and 147.
And 151/163 don't need DDs. Particularly the latter. Seriously.
I would rather these DDs be used on 161 because even if people
don't appreciate the upper deck as we note, I do. I appreciate DDs
on 161 and the knowledge that I'll be able to get a seat on a DD
for the long expressway sector. Its just the question of relative
needs.
In 151's case, the DDs tend to be underutilised because the
timings dont coincide with the crowds less evening peak hour. For
example, 2 DD slots I know of that leave KRT do so at roughly 1535
and 1635. The result is a foregone conclusion: empty DD for me to
nuah and kiao kar.
