163 doesnt need DDs....what it needs is better frequency.

Of course there's probably other constraints such as number of
BCs etc...in that sense, SBST is at least able to do smth about
it.

I totally agree. i'd rather SBST deploys the DDs to other services
who needs it. one of the examples are Svc 113/Svc 113A
