Service 852 went back to dual AMDEP/KJDEP.
However with the introduction of services 962, 965 and 969 in
2001-2002, services 177 and 184 returned to full KJDEP.
Somewhere in 2004, services 852 and 859 went back under full
AMDEP. Service 980's WLDEP duties were reduced and given to AMDEP
when service 950 was introduced in Sept 2004.
