In fact those bus services currently with more than 50% K230UB or
B9TL fleet should be made WAB too.
they must be able to deploy the said percentage everyday, but
the threshold is not 50% anymore. 50% does not mean alternate buses
are WAB, and so the PIW is gonna wait for a long time for a bus to
come too. and, are the bus stops or even the interchange/terminal
it serves WAB ready? we can't drop all of the PIW's at the last
stop and ask them to wheel themselves to the interchange right?
