If overcapacity, there'll lead to accident and the bus won't work
properly.
Off-topic: This is the main reason why BBDEP don't intend
to put striders to replace MK3 on 160/170 at the end of Nov, and
put DM3500s instead. Coz DM3500s have larger capacity than
striders.
So, impose fines is the onli to solve this problem as PTC can't
really think about any another alternative ways.
