S64 can become WAB because it has got about 50% WABs in the
fleet. S62 has got little WABs.
maybe, but i always believed the pressing need is to remove
B10M's away which are high-floor, while leaving the DD's around
which have less steps but aren't WAB-capable.
and i thought it was like, 75%?
maybe criterias might change later on, since
there are majority B9 fleet services which ain't WAB yet.
