Just curious, is the in-bus LED with a black frame new or old?

And what is it used for?

There are speakers in the bus as well.

Is this the bus some mentioned as having some announcement system on a trial basis a long time ago? Or is it new?

I ask because there is already the existing white framed LED display showing the name of the next bus stop.

Yes. It was the trial bus for TIBS' next stop announcement system years back.

It seems like such a waste. Great concept, reminds me of a similar system on some of London's buses.

SMRT should have sold off the now redundant parts though... :)
