services provide different needs of passengers.
For Service 161, the demand would be from Hougang/Sengkang area,
and then the paxs will be brought to Woodlands directly.
For Service 965, it provides paxs who want to go to Yishun from
Sengkang. Else, it would be an alternative from Sengkang to
Woodlands.
Eventually, paxs who want to reach Woodlands directly would want to
take Service 161. This may be the apparent reason why the load can
be good and require double decker buses.
