clarification: both kjdep and wldep buses have it. only amdep
does not have buses with these LEDs.
some of the svcs where such LEDs are now commonplace are 77, 106,
169, 858 and 969.
when activated, they will keep scrolling "SMRT Welcomes You Aboard"
on 12 buses.
for bendies, it will instead act as a "BUS STOPPING" LED, being on
only when the bus stopping button is activated.
