both are impossible.
to amend 950, not only does SMRTB have to go through LTA, PTC, but
also Malaysian authorities. it is unlikely this service will ever
be amended. svc 170, a service running since 50s or 60s, has only
had one amendment once in the 70's for singapore side, and tat's
with the opening of rochor canal rd.
as for 39, SMRTB will object to it, SBST will not find it feasible
and LTA might want to close it down. Furthermore, ARW does not have
the loads to sustain a second terminating svc, it may not have
enough lots, and it could well be merged with sembawang bus
interchange in times to come.
