Here's my suggestion:
167: Amendment to call at Interchange. It is more or less the same
as Svc 82 - bypassing town centre before terminating at the Rd End.
For Svc 82's case, it loops there 
169 & 856: No Change
859 & 962: Terminate @SBW Int
980: Amend to ply from SBW Int. Might be a possibilty that it could
ply- SBW Int, Canberra Rd, Admiralty Rd East, Sembawang Rd
onwards.
981: Terminate @SBW Int instead of SBW MRT.
If SBW population grows, feeder services might be introduced.
