If let's say, one day a friend and I decide to perform a duet
somewhere in Orchard, say, the open area outside Ngee Ann City and
it's a free performance which we like, never advertise or
whatsoever about, do we need a license?
I thought such performances might be a good way to spread arts and
culture around, since firstly, it's free, and secondly, it provides
a form of exposure and performance grounds to aspiring artists who
otherwise would not have the opportunity to display their talent
and creativity.
