Ngee Ann City got one restaurant, last time I went there for buffet during lunch, I spent only $14. It's on the level with Dragon Pearl Gate but it's another restaurant... cannot remember the name,.

Yakuza SG serangoon garden country club (not sure the name) at serangoon garden chomp chomp area there sunday high tea buffet the prawn and salmon counter is always busy cause both are very fresh i only go there to whack the salmon and prawn =p but its only for a short time only if i am not wrong its 2:45pm - 4:30pm only
