What I can say is that if you want to study part-time while
doing full-time NS, it is to be done at your own leisure. In other
words, you will get only tacit (unofficial) approval from your
superiors to pursue your studies.
If your superiors order you to carry out some NS-related duties,
you will be expected to drop everything to do so, even if it is at
the cost of missing out on some important exam or something.
Bottom line is, you can try to study and to go for the exam.
However, if you are suddenly forced to abandon your plans, you
can't complain about it.
