hi, i need help re Notice of Exemption

i born in 1956 and have completed the NS, SAF do send me a Notice of Exemption sometime in 1997, and i couldn't find it now.

i reside oversea and need to apply for a passport cos my current passport is expire soon, and they require this Notice of Exemption for all male applicant.

as i am oversea can i get my brother to apply the replace of Notice of Exemption on behalf of me? if yes how he do that?

why do they need notice of exemption?
