If you truly wish to make a complaint, you will have to work
your way up the chain of command. The first person who you can
complain to is your PC. Only if he ignores you, then can you
complain to even higher authorities.
However, I will strongly suggest that you think carefully about
it. If you are to really bring the issue up to higher authorities,
your working partners and superiors will definitely look at you
with a different view, and may even try to make your life as
legally miserable as possible.
