Armband Issue

hi,

my fren have a situation here.

he's an mp. as u all know, mp have tt security armband. if let's say, when u pass ur armband to the nx shift, u already know that the armband is spoil as in the strip that hang on ur ambulet is torn, but u forgot to tell ur superior when u're back in camp. and unluckily, the one who taken over u drop the armband into a river.

in this case, is it a chargeable offence?
