According to the dress regulation, NO.4 is combat fatigue so is
meant to be worn long. They are designed such that the sleeves can
be folded to be worn as smart 4, which is essentially a working
dress equivalant to NO. 3. This is to facilitate most soldiers with
no NO.3 dress.
that said, unit can impose their own house rules regarding this
issue to ensure soldier book out smartly and with clean
fatigue.
