1) Poor Disciplinary Record -- Unit decide not to promote
him
2) Unable to clear IPPT 2nd Window -- GOM say so
3) Got his 2LT rank late
4) Unit forgot to promote him !!
5) Some NSF trainers in the Formation Schools can get promoted
slower than their active-unit counterparts.
I agree with the IPPT criterion, insomuch someone I served under
was forewarned about it prior to ORD. He got his second bar in the
end, after passing the re-test.
