Are regulars considered Civil Servants?

Yes, coz got one time when I nsf and had to go taiwan for training, we were told to put our occupation as civil servant. Laughing

Think can, seems my nsf time I did went to civil service club near race cource road for swim once with my JC friends which all were nsf also. But that was in the early 90s, can’t remember clearly liao lor. Also dunno if the rule are changed now.

General Guidelines in determining divisional status:

Hospitals
Doctors, Nurses, Executive and Clerical staff are considered as Division I to III officers.

Statutory Boards
Executive and Clerical staff are considered as Division I to III officers.

Uniform Groups

Corporal and above are considered as Division I to III officers.
L/Corporal and below are considered as Division IV officers.

dunno exactly the definition of civil servant, but tink if u r part of a ministry is civil servant. regulars (or military personnel) work under mindef, so they r civil servants. teachers r under MOE, also civil servant. but those under stat boards may not be, like LTA (land transport authority) r not considered civil servants, although they also work for the govt n under a ministry. Any knowledgeable folks can correct me n give a clear definition.

all working for govt are civil servants.
Like teacher , nurse , police , prison officers and so on.

There's a thin line nowadays for Statutory boards because although they follow civil service guidelines, the staff are no longer considered as civil servants.

But uniformed services are definitely considered civil service since they are directly under the Ministries (MINDEF for armed forces and MHA for the Home team)
