Actually they are fussy about it.
Just that being the front-line unit to the public. BMTC/SAF cannot
afford to have bad PR.
It looks bad on them if they insist only 2 people.
But just remember this... more ppl you bring, the more SAF have to
pay private contractors ($7.50 for return ferry and $3 for SMRT
bus), so when in few years GST increase to 10%.... don't blame the
govt.
