A SENIOR navy officer shocked a 12-year-old schoolgirl by emerging
stark naked from a toilet at the National Institute of Education in
Bukit Timah Road.
He also frightened a nine-year-old girl by running along the
corridors of the NIE clad only in a pair of red G-strings.
Warrant officer Thomas Cheng Thiam Siew, 41, who had also been seen
by five other young girls on different occasions wearing only a
G-string, pleaded guilty to two charges of being naked in a public
place.
A first offender, he was jailed for two weeks by a magistrate's
court yesterday. Five other similar charges were considered during
sentencing.
Deputy Public Prosecutor Sandra Tsao said that Cheng's acts were
"habitual" and "deliberate".
"What is most offensive is perhaps the fact that the accused has
systematically exposed himself to young schoolgirls in a manner
which is both distasteful, perverse and obscene," she said.
On Jan 16 this year, a 12-year-old girl who was walking along a
corridor to her evening gymnastics class at the NIE gym, saw Cheng
come out of the men's toilet naked.
The girl was shocked and told her father about the incident and he
lodged a police report on Jan 31.
Before this, at different times last year, Cheng had been seen at
various parts of NIE by six other young girls, aged between nine
and 14, wearing only his G-string briefs.
One of the girls, a nine-year-old on her way to gymnastics class,
saw him running up and down the corridors between the NIE gym and
the hockey field, wearing only the underwear. Cheng was caught on
April 21 this year by a group of teachers. When he was arrested,
the police seized from his rucksack items such as a massager
vibrator and two boxes of condoms.
Pleading for leniency, Cheng's lawyer, Mr Teo Kim Soon, said that
his client, married for 13 years to a bank manager, has two sons
aged 10 and 12.
Cheng had been suffering from stress at the time of his offences
due to the demands of his job, he said. He worked his way up, over
24 years, through the ranks of the Republic of Singapore Navy to
become an engineer who maintains underwater equipment, the lawyer
said.
He could have been jailed for three months and fined $2,000.
