There is always a degree of such 'corruption' everywhere. It
need not be initiated from people on top.
Say for example. A white horse's superior will never be overly
harsh and even provide comforts, simply because he wouldn't want to
the risk. This does not imply that whoever's father made special
arrangements.
Many things happen without any prior initiations. You will
naturally be more pleasantly disposed to people of power. This is
in every part of life, not only in military, not only in
Singapore.
