Really dunno ....... seems in sgland same set of
law apply to some not all.
whatever, be clear that cyclists are allowed to use same walkway
path as pedestrians, govt approve.

Replying to resident who had asked if licence plates could be made
mandatory for bicycles, so that cyclists could be held responsible
for irresponsible behaviour, Minister said there had been such a
move in the 1980s, but this was stopped because it was troublesome
for cyclists and difficult to enforce. She said a long-term
solution would be for pedestrians, cyclists and motorists to be
more considerate towards each other and be able to share space. On
the issue of dedicated lanes for cyclists, she explained that given
land constraints, Singapore cannot afford to have such lanes.

as she said blah blah blah ...... about pedestrian and cyclist,
then I do not understand why on the road traffic rules can be
enforced.
