I think the law on this was and is ambiguous.
I personally met a few taiwanese who escaped NS and renounced
citizenship and studied in overseas University. After they
graduated, they worked overseas and realised prospects aint good
and returned to Taiwan.
In taiwan, they worked under a employment visa for few months at
the same time applying to reclaim their Taiwanese
citizenship.
They got it.
