I heard from my relative that in one institute of higher learning (the 1st one), they ask the students to collect minimum of $15 per person for the freshmen orientation flag day in order to qualify for one community work in the Character education module. Maybe the CO knows about it as the army already have these citizens trained by the institute of higher learning.

that’s true. but the likely hood of that person being a regular is probably 70% to 30%. you look at 10 2SGTs in SAf and you count how many are actually nsf-s.
