actually it's very simple, let say a CPL ORD, he worked hard and
become a lawyer, a manager, a dentist or any high position, u can't
expect them to chiong in the jungle right? 
ok seriously, it's like a way to recogonise their achievement in
their civilian life, by giving them a rank that match their
civilian status, so that they can put their capabilities to better
use.
