take for example, a group of PTEs got posted to a unit at the
same time, they work at the same department. within this group, a
few of them are below A level/diploma educated while the rest are A
level/diploma educated.
1 year passed, the level/diploma educated PTEs are promoted to CPLs
while the rest remains as PTEs. at the same time, a new group of
PTEs are posted in to the department. among all the newly promoted
CPLs, one of them is made the IC in charge of this 2 group of
soldiers.
here's the scenario, a sai kang task is given to the IC, he must
choose a group of men to do it. as we all know, no one like to do
sai kang, so which group of people should he choose?
Basically the IC will
face 3 types of reactions from his men.
1) if he choose the
first group of PTEs to do it, they'll say they are more lao jiao,
let the xin jiaos do it.
2) if he choose the
xin jiaos, the xin jiao will complain why always push to them since
the lao jiaos are of the same rank as them.
3) if he choose the
CPLs, they will complain they got rank, the PTEs should do
it.
so which do u think is more important? Seniority or Rank?
