The jungle hat to those who are authorised to wear are akin to the
different beret colours of different units.
Based on your argument, for example, is it justified for any tom
dick and harry who is not CDO trained to wear the red beret? Just
like a CDO who is not in an armour unit cannot wear the black
beret.
For the recce trooper, there is no official badge which is given to
them in recognition of their training and operational status, and
hence to them, the jungle hat is considered as their symbol of
their status.
