In a Formation, Section Heads are considered to be on par with
OCs and Branch Heads are on par with COs.Thus, OCs can be CPTs or
MAJs and COs can be any rank from MAJ and above. There are LTA(NS)
who are OCs too and CPT(NS) who are COs.It's confusing but just
remember that an OC traditionally is a Company Commander and a CO
is a Battalion Commander in the most common intepretation.
Commander is usually reserved for Formation/Division Chiefs, e.g
3rd Div Commander , CGO(Chief Guards Officer), CMEO(Chief
Maintenance and Engineering Officer).
Camp Commandant is usually used to describe the person in charge of
camp logistics and maintanence. He can be of any rank, most common
would be MAJ and above usually retired too. Some are DXOs.The only
exception is Commandant SAFTI, where the officer is the Chief Of
SAFTI MI, usually a BG.
