There is some truth, not because of any policy though. (From his
memoirs) Lee Kwan Yew once asked the CO of OCS why he see quite a number of Indians and Sikhs. The
answer is one of culture, some cultures have or used to have
warrior class and the pride that comes with it etc etc, and
physically the just run faster and jump higher.
