David Kawena

In Lilo and Stitch, David is the ex-boyfriend of Lilo's big sister, Nani, and is trying to work his way back to her. A surfboard salesman, he's graceful in the water, but he's dangerously klutzy at his other job as a fire dancer at a luau. A genuinely nice, sensitive guy, he helps Nani every way he can, from finding her a job to taking care of Lilo ~ even with Stitch in the picture.

Jumba Jookiba

The self-proclaimed "evil genius" who created Experiment 626, aka Stitch of Lilo and Stitch, Jumba starts out as an eccentric and irresponsible geneticist. Imprisoned for creating something so destructive, he's given his freedom in exchange for going to Earth and capturing his creation before too much damage is done. He isn't so batty, however, that he doesn't realize that Stitch's programming has been drastically altered by Lilo.

Pleakley

This one-eyed alien from Lilo and Stitch is an "expert" on Earth, although he's never been there. His expert status comes from being the only creature in the Galactic Federation who's even interested in Earth, and his interest stems from Earth's status as a refuge for that endangered species, the mosquito. Sent there to keep Jumba in line while they try to apprehend Stitch, he learns a lot more about mosquitoes than he wanted to and learns to like black wigs.

The Grand Councilwoman

This leader of the Galactic Federation in Lilo and Stitch runs the show at the beginning and end of the film. She decides that Experiment 626 (aka Stitch) is to be exiled and his creator, Jumba, be imprisoned as a dangerous fruitcake. She decides to send Jumba to Earth to capture the little monster. And at the end, with a little help from Lilo, she decides on a fair fate for all the aliens.
