Trainee teacher with MOE fail practicum

My daughter has just received the result of her 2nd and final teaching practicum with NIE and she fail again which resulted in the termination of service.

Now she has to pay MOE liquidated damages which amount to $80K.

Does anyone know the method of payment ?

She is technically unemployed now and with her diploma at most she will be getting $2K a month as a gross salary which she will nett around $1600 after CPF contribution.

Does she really have to pay MOE $2K a month ?

Anyone who have the experience paying liquidated damages to MOE here?

I really need to know so that it can prepare us for this dire situation we are in having an instant $80K debt.

......She made her first payment of $7,700 - a loan from her grandmother - to MOE on 15 Feb. And she is proposing to pay $200 every month annually.

MOE has apparently agreed to this being a long-term repayment plan provided she makes regular payments in her first year.
