About rude foreign vietnamese

I have some of neignbours who are vietnamese. Every night after 10pm, they on music super loud, i also found out that they also bring males to their house everyday and i suspect that they may having a illegal sexual business in their house, I had complain to the apartment manager and the police did come to check their apartment. However a few days later, they still did the same thing. I also found out from their landlord that they use fake marriage to get their PRs, I had complain to many times yet they still disturb the neighbours, I want to report them of fake marriage and having illegal sex business on the apartment. Does anyone know how and where to report them?
