i believe the duo would be punished but in view of their years
of performance and contributions, the judge would pass a lighter
sentence.
but the public also want to expose the real identity of the
woman...
aside, if the procurement system is that speckless, there would
not be increasing no. of civil servants being caught to date....so
there should be some tightening process to do as well....by having
a panel comprising of anonymous specialists, experts, independent
officials to vote/ witness the award than to allow one to have a
final say....that would greatly minimize the risk of corruption/
misconduct....
