Hi Liz,
Do you have Photoshop? I use that software to layer the text over
the photo image. Very versatile, but it does take some time to get
used to the interface and the concept of "layering". But once you
get the hang of it, its pretty easy to use and interesting to
explore the various functionality.
I think you can probably do the same with pagemaker, but I haven't
tried it personally
