Beards are hard to maintain especially with SIngapore's hot and
humid weather. Recommend a small goatee instead if you want some
facial hair. 
Also depends on the person, some people tend to have less facial
hair than others. Try not shaving for a few weeks and see how
things turn out. You may or may not like the feeling of "too much"
hair on your upper and lower lip.
As for tips, don't think there are any ... either you can grow one
or you can't.
