Many ex-convict is poor thing. firstly, they cannot be housing
agent, cannot work in IRs, Cannot work in governmen sector, cannot
work as cab driver. Many did not get what goverment offer.

Not true (everything you mention). Ex-convict cannot work in
Casino, where involvement of cash or gaming is involved. Other
aspects like logistics possible, although I agree casino is tough
industry for them.
But they can work as taxi driver so long as their offences did
not involve violence, I ex-drug offenders now also can. They can
work in govt sector for certain jobs, of course you don't expect
the govt to hire them for jobs like law enforcement! And many
others, provided they are willing to work hard. If they got certain
skills like chefs, mechanics, etc, definitely not tough to find
jobs.
Best way is to ask them to consult SCORE, which have a range of
jobs that might suit them, or contact the Yellwo Ribbon
Project.
