Our govt did. Before 1997, before HK returned to China,
Singapore govt handed PR status to HK ppl like free hot cakes.
Also, tried the same thing with the Taiwanese.
These ppl 'come, see, go' back to old country or go to western
country after getting their PR
insurance.
