1. funny, confident, but the type whom you know might not be so faithful (mebbe he will, but sumtimes u just get the doubt cos he is so charismatic), there to cheer you up, listen to your problems...

2. someone who you know cares but wun say it. shy, quiet and serious but he is less likely to play around with hearts.

no.. i tell u what to do .. guarantee success.. tell a common friend that you r interested in him.. ask him/her to help translate.. after doing this, maybe talk online.. or sms (since he is shy) him that there is a good movie showing.ask him if he would like to go... if the other party accept then it means that he has agreed to give this relationship a go... if he rejects.. and gives valid reasons.. u can say ok and ask him out some other time.. is just totally rejected the idea, maybe he is not ready for commitment yet or he is having someone else in mind and due to his kind nature, he would rather hurt u honestly than to play play with you.. in this case.. accept the fact that you are not fated to be with each other... wish you luck....
