It has the same purpose as the baptism name. The confirmation
marks the beginning of a new episode of our life as a
Catholic.
I still remember, during my confirmation, the Archbishop would ask
for the confirmation name. He said "What is your name?" And I had
to say my confirmation name. And then he blessed me with the holy
oil.
Yes, confirmation is done by the Archbishop, not a Priest.
