check amphere rating, case fans, need not too high else it'll be
noisy, best to get a Casing with 120mm intake and exhaust fans,
this way can move more air and doesn't require such a high power
fan, thus quieter. Can check out Sim Lim Tower, there are several
shops selling fans
fan controllers? don't bother them, what happen if you forget to
switch it on? 
the source of powering up your comp is electricity, one great
concern is get a good power supply to achieve stable computing,
never buy those cheapo $20 power supply. and check out brands like
HEC, Antec, they offer home computing products for Power supplies
and casing.
