Singnet?
I suspect Starhub's SafeSurf is the cause. It's a problematic thing
that often blocks random harmless sites. Think if you apply to the
more expensive starhub plans, they will give you free
safesurf.
SafeSurf is not MDA (which has the government's list of blocked
sites that apply to all ISPs).
