Certainly it is a very good example of the results of karma.
However karma may be so complex and does not necessarily mean that
something done will equate to something similar in the future.
Sometimes karma in the 8th consciousness may not ripen until
several lives later, some people may even ascend to celestial
realms just to fall into lower realms due to past karma.
I suspect such mental torturing of others may not only lead to
mental torturing of himself in next life, it could also lead to
insanity, etc.
