is civil servant really as inefficient as what others has
commonly said ?
空穴来风必有因
e.g: go work check email and busy "tai ji" around.
e.g: reach on time go on time.
e.g: got work do work no work act work.
(of course there are exception, but just generally speaking)
i guess inefficiency might be coming from the "no sack"
policy.
