i would suggest that it depends on urgency

if some job agent or interviewer is pushing u for answer, call back

but nowadays people are tech savvy and are using emails, so emails to me is the best way

letter..i dont know, but maybe for non tech savvy company or for very senior post in a significantly large MNC or something

besides, its rejection letter

do one good one and send and then forget it, dont need to go into so much trouble

I thought a letter would be more personal, as opposed to the coldness of emails. I only have 1-2 weeks grace. Also must think for the future, in case I may work for the rejected company.
